Project: Establish DMS Services

The Opportunity

The Establish DMS Services project seeks to formalize the DMS service delivery model and to concentrate on process definition with a goal to align service delivery with ITS strategy and goals. The project phased services into the IT Business Model by defining a service catalogue and establishing service level agreements with key clients. The project will also establish operational procedures and provide a transition plan for the DMS team to assume their new responsibilities. An iterative approach will take into account priorities for fast-tracking essential services needed for the Business Management Results program.

The Solution

Thinknostic established and initiated the project. The following activities and Deliverables were completed by Thinknostic:

  • Develop a comprehensive project plan for the complete Establish DMS Services project including a Communications Plan, Schedule, Resource Plan, Implementation strategy and approach that would address cultural and organizational change
  • Transition and Knowledge Transfer plan to staff position
  • Manage project activities, monitor progress and provide status reports
  • In collaboration with the project authority target an initial set of processes for optimization
  • Facilitate workshops aimed at process optimization
  • Manage the documentation of those processes
  • Implement the processes
  • Implement processes to verify that desired outcomes have been achieved
  • Document a repeatable process that can be adopted by Bank staff to complete the project
  • Assist in candidate evaluation for new team lead staff position
  • Provide knowledge transfer for the new DMS Team Lead

The Benefits

The DMS Team has raised their profile within ITS at the Bank of Canada and established themselves as a full enabler service within ITS. The operational procedures developed by the team have set the standard for operational readiness for the introduction of High Availability Banking System.

Company Profile

The Bank of Canada is the nation's central bank. The Bank was founded in 1934 as a privately owned corporation. In 1938, it became a Crown corporation belonging to the federal government. The Bank is responsible for Canada's monetary policy, bank notes, financial system, funds management and retail debt. Their principal role, as defined in the Bank of Canada Act, is "to promote the economic and financial welfare of Canada." DMS Services has overall responsibility for data management and database technologies. They are established within the Banks IT Shared Services group and act as an enabler service providing support for operational systems as well as data analysis and database design services to software development teams.
